The '''Skulls''' are a notorious street gang found in Paragon City and the Rogue Isles.

They are locked in an eternal battle with the [[Hellions]] for territory control, even though both employ magic for their own purposes.

Skulls are fixated on death, but not necessarily their own. An essential part of their initiation is that recruits kill someone. It could be anyone; a hero, a police officer, even an average citizen. The more people they kill, the higher up they move. Eventually they become '''Bone Daddies''', bosses that are able to channel dark energy to drain the life of others.

Skulls supplement their activities through illegal drugs, including [[Superadine]]. They are also not above robbing random people on the street.

When bored, Skulls engage in acts of vandalism.
